In the late 1970s and early 1980s, magazines like High Times and Hustler featured adverts on the cocaine theme. You could buy all manner of cocaine paraphernalia from companies with names like Head-Quarters, Johnny Snowflake and Cocaphernalia. As DM notes, “it wasn’t until 1986 that a statute was passed making it a crime to “sell, transport through the mail, transport across state lines, import, or export drug paraphernalia as defined.”
